Cal/OSHA Fixed Ladder Requirements vs Federal OSHA
California workplaces are regulated by Cal/OSHA under Title 8 of the California Code of Regulations, and for fixed ladders the key rule is Section 3277. It is tighter than federal OSHA in the dimensions that matter most: rung spacing must not exceed 12 in, while federal 1910.27 allows up to 14 in, and the required climbing clearance depends on the ladder angle — 36 in at 76° and 30 in at 90°.
On fall protection, California follows the same 2018 federal direction: fixed ladders installed after November 19, 2018 that rise more than 24 ft need a personal fall arrest system or a ladder safety system, and a cage alone no longer qualifies on new ladders. Existing caged ladders must be retrofitted by November 18, 2036. Because state-plan standards can add requirements, the safe approach is to design to the stricter of Title 8 and federal 1910.27 — which for rung spacing means the California number.
